ALUMNI Partners provides comprehensive legal support in relation to the project for construction and operation of a high-speed railway line (HSR, also known as VSM) between Moscow and St. Petersburg.
In 2024 the legal team of ALUMNI Partners advised VSM Two Capitals, acting as the concessionaire, and its stakeholder MC VSM Two Capitals JSC on:
- drafting and amending the concession agreement;
- drafting the general contractor agreement and the contract for designing the concession object;
- the financial close of the project.

The Moscow-St. Petersburg high-speed railway project is one of Russia's most significant infrastructure projects in recent years, aimed at developing the country's transport system and improving connections between the two major urban hubs. The HSR will become not only a new transportation channel, but also an important driver for the socio-economic development of the regions, increasing mobility of the population and reducing the burden on existing transport infrastructure. The railway will cross through and connect six constituent entities of the Russian Federation: the cities of Moscow and St. Petersburg as well as Moscow, Tver, Novgorod and Leningrad Regions, serving over 40 million residents. The HSR will accommodate trains travelling at up to 400 km/h, reducing the travel time between the two megalopolises to 2 hours and 15 minutes.
The HSR project is an important part of the implementation of Russia’s transport strategy until 2030, and forecast until 2035. The project was initiated on 13 September 1991, when Presidential Decree No. 120 of the RSFSR ordered the construction of a high-speed passenger railway between Moscow and St. Petersburg. The concession agreement and general contractor agreement were signed in 2024, followed by the construction of the high-speed railway and financial close of the project. Launch of the passenger traffic is planned as early as 2028.
