Sergey Rastorguev

Sergey is a junior associate specialising on international trade, foreign exchange and customs regulation. He also has experience of liaising with customs authorities.
Sergey served as a leading specialist with the Finance Ministry of the Russian Federation, an assistant transport prosecutor with the Khabarovsk and Primorski Krai (Maritime Territory) Transport Prosecutor’s Office and a chief customs inspector with the customs procedures and customs control department of Vladivostok Customs.
Sergey graduated with honours from the Russian Customs Academy (Vladivostok Branch) and holds a master’s degree from the Far Eastern Federal University.
Sergey has extensive knowledge of customs control and customs procedures legislation. He is well versed in all technicalities of customs clearance, risk management system operation and customs control.
He has vast experience associated with customs authorities considering applications for amendments to customs declarations after release of goods.
Sergey has successfully challenged unlawful customs rulings on administrative liability for customs violations.
